ITAR, the International Traffic in Arms Regulations, is a set of regulations that restrict and control the export of defense and military technology.
ITAR is a section of the Code of Federal Regulations 22 CFR 120-130 that cover the safeguarding of defense and military items and services. The items and services are specified on the United Stated Munitions List (USML); the individuals and groups that are authorized to manufacture and support them are defined.
The regulations also include registration requirements. Simply put, persons and organizations [with few exceptions] that manufacture or export defense articles, or provide defense services, that fall under any of the categories on the USML are required to register with the State Department's Directorate of Defense Trade Controls (www.pmddtc.state.gov).
Registration with the DDTC does not translate into rights or privileges to export/import. It allows the U.S. Government identify companies involved in certain ITAR controlled activities.
Registration also affirms that a person or company (1) has a clean record with respect to exporting activity and record-keeping and (2) is eligible to support certain defense-related manufacture, export, and service activities.
